My husband received and plead guilty to a dui two years ago and is currently seeking jobs that require top secret security. Will he be denied the clearance? He is also a LTC surrounded by the National Guard.

I can tell you when I was much younger and not so wise I be stupid and was caught smoking pot.Not stupid for getting caught stupid for ever smoking it. When I enlisted in the Air Force Though I score in the top percentile of the ASFAB test I was denied top clearance positions because of the misdemeanor possession charge. I have to meet with the recruiting C.O. and "explain" as economically as have him decide my future within the USAF. Being that your hubby was convicted on alcohol related offense(s) I am not sure how the armed forces look at it. Being 2 years ago they may see it as not being a long enough time to give up him clearance. Being a LTC in the National Guard can only help his raison d`¨ētre.
His history of criminal activity will have an effect. Whether the effect will be to deny the clearance, not a soul can guess.
He will definitely have to go through an interview going on for it and demonstrate that he does not have issues with alcohol. Some jobs preclude any DUI history, others do not. It's not necessarily a disqualifier for a TS clearance, but it incontestably doesn't help.
