Arent most companies delegated by law to have a Human Resources Department?

I work for a small company that makes a great deal of money. I am having some concerns and reservations beside this job but I have no one to speech to because they have no Human Resources Department. Is this legal? Isnt there a ruling against this?
Thank GOD the government can't require every company to hire people to deal near the government. YOur company is responsible for acting within federal and state labor laws; direction is responsible for law and policy enforcement. Often they hire a HR person if they can afford it.
The laws apply to companies of a ceratin size. Generally you can profile complaints with the labor board, but other then that you have to contact your supervisor. Also, check and label sure that they dont have a contracted HR firm. There is no law requiring a company to have an HR department. Speak beside your supervisor if you have a problem
