In the Bill of Rights the words "The People" is used 5 times, what does "The People" mean?

The people refers to the law abiding citizens of the combined states, In my interpretation it refers to us collectively, we are the deciding body.

It refers to white, landowning males.
"The People" refers to the citizens of the Republic or the United States of America individually and collectively.
