Well, since it appears you are a Nazi who HATES freedom I'll give you the short and accurate answer - the corporate headquarters. Why? Because smoking is absolutely legal, is a right (of choice), and is individual outlawed by bigots who don't understand the law or care for freedom of choice. BTW, hold you ever googled the "evidence against secondhand smoking"?
A Smoking Ban is not a law, but a corporate policy. If it is a local ordinance then you need to contact your local ruling enforcement and help to DESTROY the freedoms of America by narcing on freedom loving Americans.
If you truly love your Freedom of Choice and the rights to your Own Body then you may want to reconsider supporting such a bias tenet that has NO WAY of proving secondhand smoke causes harm (because such a baseline is impossible to find without including gas emission, factory emission, and other regular nouns pollutants that may be the REAL CAUSE, as well as genetics).
If you are a family hater and you wish to report parents who smoke within the car with their children you should contact Social Services (and ignore adjectives wrong you have ever done in your life, as very well as all things you BELIEVE are right that are still legal).
