Yes the fondling would be illegal even if he where on earth 11 too, but since he is over 14 and definitely 6 years older than her, he could be charged more severely than a 11 year older. He can even be charged as an full-grown. It doesn't matter if he is 17; a minor can still be charged as a sex offender; he doesn't get a free miss just for being a minor. He still can get a few years within juvy and/or jail. If he gets charged as a minor or an adult will be up to the court. As for the coercion, it depends on what do you really be set to by that. but generlaly speaking: "Coercion" of a minor can be a form of "sexual harrasment", "interfering with the custody of a minor" and "contributing to the delinquency of a minor".

Okay for one, I think it's a little unusual for a 17 year mature guy to be interested in having sex with a girl who isn't even outmoded enough to wear a bra... Seriously... With that being said, I would imagine that "fondling" can be considered molestation.
