It depends -- if anyone filed a complaint and won a case against you and there are either pending charges or an unpaid fine against you then chances are you will be denied.
Why don't you just pay up instead of buying a handgun -- guns are a luxury item, not a necessity. If you would stop purchasing things you can't afford, you wouldn't be having legal issues.
