What is the max sentence for someone who eludes police and causes a car calamity that results in 2 deaths? The person have no record, but may have ran from police because nearby was marijuana in their system and traces in the vehicle. Also what is the best permissible defense if the person cannot afford a lawyer?

That sounds like rash endangerment and negligent homicide, at very least, and maybe more. The best legal defense if you can't afford a lawyer is the lawyer that you are appointed when you can't afford a advocate. D'oh. This person should go away for a long, long time. 20 years at least. So others do not die because of his foolish evil.
States have different laws so it is hard to specifically answer your cross-examine. If he cannot afford an attorney the court will absolutely appoint one to represent him. I suspect he is looking at a separate criminal charge for each death as economically as for eluding police and for failing to stop and render aid. If marijuana was found in the vehicle and can be linked to him then that is another charge. If he be high at the time of the accident and his intoxication played a part contained by the accident then he can charged with that.
