Father of my wife's kids not paying any support, employer making it possible for him to avoid paying?

This is a Duval County, FL jurisdiction - My wife's ex-husband has NEVER made a child support payment not taken by garnishment. I am left supporting them, along with our other two children, when he does not. He is ordered to make $300 bi-weekly payments; for the better part of the past year, his employer would deduct these payment, albeit often waiting anywhere from 2 weeks to 2 months to remit the money to disbursement. In January, said employer changed the father to 'independent contractor', so that he wouldn't have to deal with it anymore. He stated as much in an email to my wife. Needless to say, the father hasn't paid a dime since. The employer himself has ignored several emails pointing out that the deduction order specifically provided for the father being deemed an independent contractor, ordering the employer to deduct funds irregardless. The employer completely ignores all attempts to contact, both by my wife and child support enforcement. Who can we report this employer to?

So you do have to blame yourself a bit for getting yourself into this
That said there is not a lot you can do - If the Ex is a professional person licensed by the state (CPA, Attorney, Nurse) their license may be able to be suspended or non-renewed - You might also look into getting their drivers license suspended or put a lien on their real property

I would assume the ***'s office (Florida Attorney General). But why not consider adopting the children instead?
This isn't the problem of the employer. This is the father. You shoudl contact the court and sue for the backdue child support and stop focusing your efforts on an employer that really has no legal jurisdiction.
How about the IRS. He's probably by legal definition an employee, and no employer's taxes are being paid either. Go to court and get dad and his employer held in contempt.
