I got my permit, and my little sister wants to stir driving with me and my mother. Is it legal?

One licensed driver over the age of 18. Any number of other passengers near seat belts are legal. Unlimited family +1 friend.
The person surrounded by the front passenger seat must be 21 with at least 1 yr of driving experience. You may one and only have one other person under the age of 21 specifically not a family member in the motor with you. Your whole family can drive beside you though. So, unlimited family, plus 1 friend under 21.
