Is there a law that requires witnesses of crimes to report what they've seen?

As an example.... in 1997 21 year old Jeremy Strohmeyer followed 7 year elderly Sherrice Iverson into a bathroom in a Nevada casino at 4am, where he sexually molested and murdered her.
His friend, David Cash, saw him following the girl in, and followed him. He go into an adjacent stall, looked over the wall, and saw Strohmeyer molesting Iverson and telling her "be quiet or I'll massacre you". He told Strohmeyer he should stop, but then just left and go back to the tables. When Strohmeyer returned to the table, Cash asked him what he'd done with the girl, and Strohmeyer said "I kill her".
Despite this, Cash told no-one, and in fact kept quiet until after Strohmeyer be arrested. Only then did he tell his story - boasting on a radio interview that his notoriety "help him get girls".
As disgusting as Cash's conduct was, it wasn't illegal, and he could be charged beside no crime. The University of California, where Cash was a nuclear engineering major, couldn't even see him out.

No. The merely time would be if they somehow got found out and subpoenaed to court......then they'd have to answer question there.
