Should educational rules and standars be contoled by Goverment?

Should educational rules and standars be contoled by congres or each individual states.Why?
While there is tremendous advantage in allowing states to be laboratories of government and experimental approaches to education should be impelled, we should be able to reach general standards. Moreover, as competition is increasingly intercontinental in nature the education of our children is smaller quantity and less a local issue. Rather, it is critical to the strength of the economy and our collective futures. This is especially true in the not easy sciences and engineering as our nation is facing a declination of qualified professionals in these areas.

Also, if each state is responsible for its own education the disparities surrounded by wealth will have negative consequences for their respective college systems.
YES, EXPESHALLY SPELLINGGGGG!!!!!!!!!!!!!!!! I feel they should be controlled by congress that way every student has a even-handed chance if a state does not have as much money to fund and regulate schools later the education is going to be poor as well but if all the rules and regulation are like there is more hope for students that wouldn't otherwise get attention
