How do modern Contract Killers do their job?
Are they employed under someone? If yes, where? Why are not they being scan by eyes of law?

It's not close to they go to an employment agency and write "killer" when asked to list their job skills. It's one or more nation privately and illegally offering money to someone to kill someone else. Unless someone involved has a tweaking of heart and notifies the police, there really isn't any way for them to know more or less it until the crime has been committed.
A "contract killer", by definition, is employed by someone to kill someone else. That's the "contract" part of this; otherwise, he's merely a killer. They won't be employed by a legally operating company, they are hired illegally.
